Germany could bid for the Summer Games from 2012 or the Winter Games from 2010 but has yet to make a decision, the NOK said.
NOK General Secretary Heiner Henze said a German bid for the 2012 summer Games would depend on which city gets the 2008 Olympics, for which Paris are seen as strong outsiders behind favourites Beijing.
"A successful European candidature for 2008 would undermine the chances of Europe getting the Games in 2012," he said.
Henze said a more detailed announcement would be made after a meeting of the NOK executive committee on November 3 and 4 in Leipzig.
Munich has expressed an interest in the winter Games while Berlin, Stuttgart and the Ruhr Valley region have evoked the possibility of staging the summer Olympics.
Germany hosted the winter Games in 1936 in Garmisch-Partenkirchen and the summer Olympics in 1936 in Berlin and 1972 in Munich.
Berchtesgaden and Berlin made unsuccessful bids for the 1992 winter Games and the 2000 Olympics respectively.
Germany will stage the soccer World Cup in 2006.
