The heads of the cricket boards of Bangladesh, Sri Lanka and Malaysia have sought the appointment, said A.C. Muthiah, president of the Board of Control for Cricket in India (BCCI).
The Indian government last week cancelled a tour of Pakistan by its national cricket team in the wake of political tensions over the disputed Himalayan state of Kashmir.
Muthiah said the three officials would appeal to the Indian government to clear the tour in an attempt to further the cause of the game in the region.
India were scheduled to play three tests and five-one day internationals from December to February.
Local media has said the International Cricket Council (ICC) was considering action against India over the tour cancellation.
"I understand there is some reason for their irritation as tours are drawn up for 10 years and decisions like this disturb tour arrangments," said Muthiah.
"But if they (ICC) throw us out let them throw us out, we can't do anything about it."
Former Indian cricket board president Raj Singh Dungarpur met foreign minister Jaswant Singh on Thursday in a bid to revive the tour.
