The Indian government also said its national team would not participate in tournaments at non-regular venues for the next three years.
A government statement said the Board of Control for Cricket in India (BCCI) had been informed that India's team should not participate in the three-nation limited overs series in Sharjah, which starts on April 8 and also features Sri Lanka.
The government said it had taken the decision after "careful consideration" but did not say why the cricket team had been barred from playing in tournaments in non-regular venues such as Sharjah, Singapore and Toronto for the next three years at least.
Doubts over India's participation in the Sharjah tournament arose after the government cancelled a test tour of Pakistan late last year because of political tensions over the disputed province of Kashmir.
The uncertainty increased in February after cricket officials cancelled a proposed one-day series in Sharjah in aid of Indian earthquake victims.
The series, which was to have featured India, Pakistan and Bangladesh, was called off amid local media reports that India's federal sports minister was against the national team's participation.
Last Friday, New Zealand cricket officials said they had been invited to Sharjah in the event of India withdrawing.
