In the three-page letter, Blatter clarified the precise status with respect to marketing and television rights, the recently-founded FIFA Marketing AG and the current situation regarding television rights.
"The current situation, while unexpected and requiring a great deal of energy and effort, provides FIFA with an opportunity to assume complete and independent control of its destiny. We are now in a position to take full control of the rights that belong to the whole football family and the 204 national associations," writes Blatter.
"We now need to be vigilant and show solidarity and a united front."
The FIFA president will provide an update on the situation at the extraordinary FIFA Congress in Buenos Aires at the start of July.
The FIFA finance committee will meet in Zurich on July 11 in advance of the executive committee meeting the following day.
