Sheikh Ahmad al-Fahad al-Sabah, president of the Olympic Council of Asia (OCA), said the organisation had been aiming to raise $80 million from sponsorship and $10 million from television broadcast rights.
"There is a $12 million miss (shortfall) because of our economic situation, but there is $78 million in hand for our marketing programme," Sheikh Ahmad told reporters after an OCA board meeting.
The 13th Asian Games, bringing together 6,700 athletes from 41 countries, open in Bangkok on Sunday and run until December 20.
