"The government has financial problems. We haven't paid the subscriptions for four years," the secretary of the National Olympic Committee of Cambodia, Prum Bunyi, told Reuters.
He said the subscriptions, to Asian and international shooting organisations, were in total about $500 a year.
CamBodia would have liked to have sent five shooters to the Bangkok games, Prum Bunyi said.
Cash-strapped Cambodia, which spends some 20 percent of its annual budget on its armed forces, has also had to pull out of the Asian Games basketball competition due to costs, sports officials said. Some 70 Cambodians are due to take part in 11 events at the games.
