Fiji, Samoa and Tonga have been in talks to form a team based on the British and Irish Lions, who tour every four years.
And there are now suggestions that England will face them on their tour of the region in Auckland next year.
Nathan Martin, the chief administrator for the Rugby Football Union (RFU), is scheduled to meet representatives of the islands in New Zealand.
"The idea to model the new South Pacific side on the Lions is out of respect to the great traditions of rugby in the British Isles," said Bob Challinor, Fiji's chief executive.
"The RFU is the home of rugby so far as we in the Pacific are concerned.
"It would be a wonderful omen if we could have this blessed by the country that gave us rugby."
