Giving evidence to the committee, Carter stood by his findings on Picketts Lock and called for a special group to be appointed to handle future bids for such events as the Olympics or soccer's World Cup.
It was Carter's review of the proposed Picketts Lock stadium in north-east London which led to the Government abandoning the capital and suggesting Sheffield as an alternative.
Carter described Picketts Lock as the ``best of a bad bunch'' of possible sites in London.
``The main reasons we were not in favour were in terms of infrastructure, transport to the site was not good and athletes' accommodation was not proven,'' he said, adding that he had looked at eight possible alternatives for the 2005 championships before settling on Sheffield.
