Australia pulled out of the three-Test series after several players expressed fears about their personal safety.
The decision by the Australian Rugby League has wide-reaching ramifications.
In addition to a projected loss of £2m ($2.9m/B3.2m), the sport will lose out on the publicity an Ashes series would have generated.
Great Britain will still play what would have been an Ashes warm-up game against France on October 26, and they are also investigating the possibility of playing an alternative series to the Ashes.
"In any loss of any tour, we would obviously lose money, but we haven't thought about that yet," said RFL media manager John Huxley.
"We are more concerned about the Great Britain players testing themselves. We want the opportunity for our spectators to see how much progress we have made in the last two or three years as a national side.
"Greg McCallum, our football director, has been talking to various of our international partners to see if anyone is prepared to fly to the UK. We'll just have to wait and see what happens in the next 24 hours."
