Most of the budget will go towards building venues for the sports, including a US$700m (B757m) stadium, which will be capable of holding 40,000 fans.
At least nine other sporting venues will be constructed. Vietnam is hosting the Games for the first time.
Among the other facilities which could be built include a cycling velodrome, a multi-purpose sports hall for badminton and gymnastic, a swimming arena and squash courts.
