Jerome Champagne was formerly director of international relations at FIFA.
A former staunch Blatter loyalist, he parted company with soccer's world governing body in January 2010. It was reported he may have been positioning himself to stand against Blatter in next year's presidential elections.
In June 2010 he was appointed adviser on sports and football development by the Palestinian Authority.
